Heather Boyer Samuels is a Florida Bar Board Certified Specialist in Elder Law (one of only 114 statewide) practicing with Cohen Samuels PLLC in Boca Raton. Ms. Samuels concentrates her practice in the areas of Medicaid and Veterans Benefit Asset Protection Planning, Estate Planning, Special Needs Planning, Probate and Trust Administration.
Ms. Samuels graduated within the top 20% of her class at NSU’s Shepard Broad Law Center and was an advocate with the Moot Court Society. She takes great pride in her service to the community as the Continuing Legal Education Chair of the Elder Law Section of the Florida Bar, the co-chair of the South Palm Beach County Bar Association’s Probate Committee, a Class VIII fellow of the Florida Bar’s Leadership Academy, Past President of the South Palm Beach County Florida Association for Women Lawyers, Past Chair of the Palm Beach County Bar Association’s Elder Law Affairs Committee, and numerous other leadership positions. In 2020, Ms. Samuels was honored by the Elder Law Section as “Member of the Year” for her work as Co-Editor of the Elder Law Advocate. In 2025, Ms. Samuels also received a Section Service Award from the Elder Law Section, demonstrating her commitment to leadership and service to her colleagues and the community.
As an Elder Law Attorney, Ms. Samuels understands that her role is not only to be an expert educator and advocate, but also to patiently listen and counsel. With a background in feminism and civil rights, she embraces the importance of tikkun olam—a Jewish phrase that means “heal the world”—a practice that requires the performance of “mitzvot” or good deeds, the exercise of social understanding and equality for everyone, and adherence to ethical practices meant to improve society as a whole. A great believer in the holistic practice of Elder and Special Needs Law, Ms. Samuels hones her expertise in the field of Elder Law to work with, learn from, and lecture frequently with other lawyers, accountants, financial advisors, care managers, and other professionals, all in service to her clients. One of Ms. Samuels’ greatest joys is meeting with her clients and hearing their life stories—these stories inspire her every single day.
Like many South Floridians, Ms. Samuels is a New York native, though she enjoys life in Boca Raton with her husband, a CPA, and two enchanting children, and Maverick, their Cavalier King Charles Spaniel who works as a paw-a-legal at Cohen Samuels PLLC!
